2. The permit shapes the specification

A trailer is easy to design against a payload figure alone. It is much harder to design one that a permit office will sign off on for the routes you actually run. Treat them as one decision.

3. What the authority will ask you for

4. Choosing the axle count

5. Steering, height and route access

A permit is granted for a route. The specification has to survive that route, not just the open motorway section of it.
